In the new regulations, points for language proficiency are awarded in a clear-cut manner based on the applicant’s ability in four different areas: reading, writing, speaking, and listening comprehension. It is the applicant’s responsibility to prove his/her level of ability in each of the four areas. Normally, a well-written statement is sufficient proof, provided that it is supported by the applicant’s background, including education, work experience, and residence in an English or French environment. If the applicant’s ability in any area is in doubt, he/she may be required to take an immigration-approved English test such as IELTS or CELPIP. These tests provide an objective, standard measure of the applicant’s ability in each of the four areas. If the initial score is unsatisfactory, the applicant can retake the test and submit his/her best score. |
